Api Balance

API Usage and Balance Plugin for the DeepSeek Harness — adds a “Usage / Spending” tab switch next to the existing usage display in the webui; switching to “Spending” shows the current API KEY’s usage information, account spending, and balance (DeepSeek /user/balance)
