Web Search Thirdparty

DSH web search provider facade: routes ctx.web.search to third-party engines (SearXNG/Tavily/Serper/Brave/Bing/Google CSE) and provides a web_fetch provider. Replaces the built-in DeepSeek-only search with configurable third-party APIs.
