Sandbox Temp Guard

Self-healing guard for the DeepSeek Harness Windows ACL sandbox: recreates the per-session private temp directory when OS temp cleanup removes it, and annotates backend-unavailable failures so agents stop escalating permissions. Stopgap for deepseek-ai/deepseek-harness Discussion #8550.
