Memory Steward

Memory Manager: Completes the post-ingestion memory lifecycle for dsh-memory-evolve with a budget watchdog, cleanup due reminders, a pending approval queue and approval tab, and execution with backups. Memory files are monitored read-only; all writes call back to the official memory-evolve HTTP API.
