Description

A Three Departments and Six Ministries multi-agent review workflow ported as a DeepSeek Harness plugin: a 12-state state machine, Menxia rejection, high-risk operation confirmation, an overreach matrix, delegation deadlock prevention, and complete auditing. Rules are aligned item by item with edict (OpenClaw).
