Decisions Classifiers

OpenAI Decisions API for DeepSeek Harness: predicate/choice/score classifiers as agent tools and an injectable service, a built-in classifier library, an opt-in pre-execution gate, a Settings page, and a "let a classifier decide" card beside ask_user_question multiple-choice prompts.
