Connect Qpcm Gateway

QPCM gateway (ai.qpcmqam.cn) connect bundle for the Harness Web UI: a settings page to enter the Base URL and API key, fetch the model list, toggle which models are offered, and optionally register the gateway as a DSH OpenAI-compatible LLM provider.

The plugin will be installed here. Keep web if you are unsure.
